Alcohol Delivery Delhi NCR 2026: Delhi vs Gurugram vs Noida

Alcohol delivery Delhi NCR is not one service, because Delhi, Gurugram and Noida sit in three states with three sets of excise rules. In November 2026, we could not find a government home delivery service in any of the three, and each city leaves you with a different option.

Delhi now has online booking with shop pickup. Gurugram has counter sales and people you can appoint to go for you. Noida has counter sales. This guide explains what each city allows, what you can do tonight, and the one mistake that can turn a simple trip into a police case.

In Gurugram? A Barmen runner goes to a licensed store for you and brings your bottles, mixers and snacks home. You pay the shop directly. 21+ only, ID checked at handover. Say Hi to Barmen on WhatsApp

The short answer, city by city

Delhi: You can book and pay online for some shops, but you must collect the bottles in person. There is no home delivery. The buyer must be 25 or older.

Gurugram: There is no government booking app and no government delivery service. You buy at a licensed counter, or you appoint someone to go for you. The legal drinking age in Haryana is 21.

Noida: We found no government booking app and no Uttar Pradesh order that allows home delivery. You buy at a licensed shop. Noida follows Uttar Pradesh rules, not Delhi rules, even when the shop is ten minutes from the Delhi border.

Delhi: booking yes, home delivery no

News reports on 27 October 2026 put the Delhi Liquor Booking system in the headlines, although a DSIIDC status note says it has been running since November 2025, with 14,359 transactions by late October. DSIIDC is one of the four government corporations that sell liquor in Delhi. You choose a brand, a shop, a size and a quantity. You pay online and get a QR code. You then collect the bottles yourself within 48 hours. The full steps are in our Delhi Liquor Booking app guide.

Three limits matter for this comparison:

  • Only DSIIDC shops are covered, about 208 of them. The other three corporations are not on the system yet.

  • You still make the trip to the shop. A DSIIDC note says customers collect after OTP verification.

  • What happens to your money if you miss the 48 hours has not been announced.

Before you pay anywhere, check that the link comes from DSIIDC or the Delhi excise department. This post does not link to any booking site.

Delhi did allow home delivery on paper once. In June 2021, the rules let L-13 licence holders deliver orders placed through apps and websites. It never really started, and the 2021-22 policy was withdrawn in 2022. If an old article tells you Delhi has home delivery, that is the rule it is talking about.

Gurugram: counter sales, and a person you appoint

Haryana has not announced any government app for customers to book liquor. Its Excise Policy 2025-27 does not set up a home delivery licence the way Delhi did on paper in 2021. The policy is silent on the subject. So the shops sell at the counter, and that is the part of the law that is clear.

You have two practical choices:

  1. Go yourself. Buy at a licensed store and keep your bill. Evenings can be crowded, and mixers and ice usually mean a second stop.

  2. Appoint someone. A friend, a cousin or a booked runner goes to the licensed store for you. You pay the shop directly, and the bill is in your name.

Barmen offers the second choice as a service you book on WhatsApp. The runner never buys the liquor. You pay the licensed shop yourself, and the runner brings what you bought, along with mixers and snacks. The zone is Golf Course Road up to Sun City, DLF Phase 1 to 5, Sushant Lok and Galleria. It is 21+ only, ID checked at handover. Our Gurugram guide explains the steps. Barmen runners do not work in Delhi or Noida.

Noida: what Uttar Pradesh allows

Noida and Greater Noida are in Gautam Buddh Nagar district, so Uttar Pradesh excise rules apply. We found no UP order that sets up home delivery and no government booking app for customers. If a number on social media offers to bring bottles to your door in Noida, treat it as an unlicensed seller.

Published guides give shop hours in Noida as 10 am to 10 pm, and the district has allowed 11 pm on New Year's Eve. The hours can change, so check with the shop on a festival or a dry day.

For a function, UP has an event licence called FL-11, also known as the Samaroh Bar Licence. You apply online, and the District Collector grants it. The department's fee list shows Rs. 1,000 for an event at a residence and Rs. 11,000 for a banquet hall or farmhouse. The licence ties your event liquor to a named shop, so buy from that shop and keep the bill.

The catch: why nobody should carry bottles across

Think of three friends who live in Dwarka, DLF Phase 3 and Noida Sector 75. They plan a Saturday party at the Noida flat. One says prices are better in Gurugram, so he will bring the bottles on his way over.

That one sentence is the problem. It feels harmless, because the three cities feel like one city. For excise, they are three states. The Noida excise department said in 2023 that the rules allow only one unsealed bottle to come in from Delhi or Haryana, and that it would act against people carrying sealed bottles. The same report said such cases fall under section 63 of the UP excise law, a non-bailable offence, and that people have been arrested on this road before. We could not find a newer official text, so treat that as the safe reading.

The other borders are no place to experiment either. Bottles sold in Haryana carry a "for sale in Haryana" label, which makes them easy to spot. So the simple rule is this: buy in the state where the bottles will be opened, and keep the bill with you until you are home.

The friends' better plan is less exciting and much safer. The host buys in Noida. If the party moves to Gurugram, the Gurugram friend buys there.

If you are planning a party in NCR

The licence you need depends on the city and the place.

  • Delhi: You need no licence at a private home while your stock stays within the personal limit of 9 litres. Beyond that, or at another venue, you need a P-10. The excise department lists Rs. 7,500 for premises other than licensed ones, and Rs. 15,000 for a motel, banquet hall or farm with no licence to serve. You must be 25 or older to apply, and you keep the original shop bills at the venue.

  • Gurugram: A house party within the personal limit needs no licence. A bigger event may need an L-12A from the Haryana excise department, and Haryana now issues these online.

  • Noida: The FL-11 described above applies. Service is capped at 12 hours and must end by midnight.

Fees change with each policy year, so confirm the amount on the department's own page before you pay.

Barmen can handle the Delhi P-10, the Gurugram licence, the bar and the bartenders. Tell it your city, date and guest count, and it will tell you what applies.

Frequently Asked Questions

Is alcohol delivery Delhi NCR legal in 2026?

There is no single rule, because NCR covers three states. Delhi has booking with shop pickup and no home delivery. Haryana's policy is silent and has no delivery licence. We found no UP order allowing it in Noida. In all three, a licensed shop counter is where the sale happens.

Can the Delhi booking app be used in Gurugram or Noida?

No. The system covers DSIIDC shops inside Delhi only, and you must collect the bottles in person within 48 hours. It does not cover shops in Gurugram or Noida. Buyers must be 25 or older, because that is the legal drinking age in Delhi.

How can I get liquor at home in Gurugram tonight?

You can go to a licensed store, or appoint someone to go for you. Barmen does this on Golf Course Road up to Sun City, DLF Phase 1 to 5, Sushant Lok and Galleria. You pay the shop directly, and the bill is in your name. It is 21+ only, ID checked at handover.

Can I carry liquor from Gurugram to Noida?

Do not do it. In 2023, the Noida excise department said only one unsealed bottle may come in from Delhi or Haryana, and that it would act against people carrying sealed bottles. That report called it a non-bailable offence. Buy in Noida from a licensed shop and keep the bill.

Do I need a licence for a house party in NCR?

It depends on the city and the size. Delhi needs none at home within the 9 litre limit. Gurugram needs none within the personal limit. For larger events, Delhi uses the P-10 and Haryana uses the L-12A. Noida uses the FL-11 for a function, including one held at a residence.

Why do apps still show liquor near me in Noida or Delhi?

A listing or a map result only shows that a shop exists. It does not mean the shop can bring bottles to you. Avoid unknown numbers and anyone selling from a car or a flat. Bottles without a proper bill or hologram can get you into trouble as the buyer.
