On 27 October 2026, DSIIDC started online booking for liquor sold at its own shops in Delhi, through an app called Delhi Liquor Booking. You choose your bottles and pay on your phone, but there is no home delivery, so you still collect them yourself from the shop within 48 hours.
This guide takes you through the booking one step at a time. It also covers who can use it, how much you can book, and what the government has not announced yet. By the end, you should be able to place your first booking and walk into the shop with no surprises.

DSIIDC is the Delhi State Industrial and Infrastructure Development Corporation. It is one of four government corporations that run liquor shops in Delhi. On the night of Tuesday, 27 October, Aaj Tak and India TV reported that DSIIDC officials had started advance online booking from the corporation's retail shops.
News reports name the app Delhi Liquor Booking. Before you pay anything. We could not verify an official link for this app. A Play Store listing and a website using the name Delhi Liquor Booking exist, but the listing gives a Gmail contact, was last updated in December 2025, and carries user complaints that money was taken and no order was given. DSIIDC and the Delhi excise department have not published an official link that we could find. Until they do, do not pay on any app or website that uses this name, and never pay through a link from a WhatsApp forward.
Officials gave three reasons for the service. It should mean shorter queues, less crowding at the counter, and clear billing. You see the price and pay before you reach the shop. The counter then only has to check your booking and hand over the bottles.
The flow has six simple steps. Here is each one, in the order you will see it.
Once DSIIDC publishes the official link, open the app. Search for the brand you want. Look at the full name on the screen before you move on, because many brands sell more than one variant.
Pick the DSIIDC shop where you will collect the bottles. Choose this one with care. You have to go to this shop in person, so pick one that is close to your home or on your way back from work.
Select the size, such as a full bottle or a half, and the number of bottles. Stay inside the per person limits explained in the next section.
Pay for the order on your phone. The money goes before you reach the shop. This is the step that removes the wait at the billing counter.
After the payment goes through, the system gives you a QR code. This code is your proof of booking. Keep your phone charged when you set out, because the shop needs to scan it from your screen.
Go to the shop you picked within 48 hours of paying. Show the QR code at the counter. The operator scans it, the system checks it, and you take your bottles.
If your plans change, you can cancel at any time before pickup. Once you have collected the bottles, there is no return.
The service has a few clear rules, as reported by the news channels from DSIIDC officials.
Age. You must be 25 or older. That is the legal drinking age in Delhi.
Quantity. Each person can book up to 9 litres of whisky and 18 litres of beer, which the reports describe as per excise rules. Keep one more rule in mind. Delhi allows a person to keep up to 9 litres at home without a licence. A large beer order on top of whisky can take you past that. If you are buying for a function, read the party section further down.
Shops. Only DSIIDC shops are on the system for now. That is about 208 shops, though Aaj Tak puts it at about 200. Delhi has four government corporations that sell liquor through more than 700 shops. The other three are not on the app yet.
Phone. No official app link or iPhone app has been announced yet.
Spotting the real app. Fake apps tend to show up within days of news like this. Wait for DSIIDC or the Delhi excise department to publish the official link, and do not pay through a link that comes in a WhatsApp forward. Our guide on how to spot a fake Delhi liquor booking website walks through six checks before you pay.
Picture a Saturday evening in Dwarka. Rohan has friends coming over at nine. At six, he opens the app, picks two bottles, pays, and gets his QR code. It takes five minutes, and he feels the queue problem is solved.
Then the rest of the evening begins. He still has to drive to the shop he picked. He has to find parking in a busy market. He has to stand in the pickup line, which is shorter than the old line but still a line. He has to carry the bottles home. And the booking only covered the liquor. The soda, the ice and the snacks are a separate stop. By the time he is back, it is nearly nine.
That is the trade. The app removes the wait at the billing counter. It does not remove the trip. This may be why officials have said the response so far "has not been very good". They say any expansion will depend on demand.
There is history behind the pickup-only design. In June 2021, Delhi allowed home delivery on paper for L-13 licence holders through apps and portals. It never really started, and that policy was withdrawn in 2022. A 2022 draft spoke of pre-booking with a one-hour pickup. The 2026 system keeps pickup only, with a longer 48 hour window.

The first reports answered the basics. Several common questions are still open. Where the answer is not public, we say so, and we will update this page when officials share more.
If you miss the 48 hour window. What happens to your money has not been announced yet. Until it is, only book when you are sure you can reach the shop in time, or cancel before the window ends.
Prices. Whether the app price is different from the counter price has not been announced yet. Compare the two on your first booking.
ID at pickup. Which ID the shop checks has not been announced yet. Since the age limit is 25, carry a government photo ID that shows your age.
Booking hours and daily caps. The hours when you can book, and any limit per day, have not been announced yet.
iPhone app. Not announced yet.
The other three corporations. When their shops will join has not been announced yet.
The DSIIDC service is for Delhi shops only. Gurugram is in Haryana, which has its own excise rules and its own licensed stores. The Delhi app does not cover it. For a quiet evening at home in Gurugram, many people now use Barmen, a WhatsApp service where you appoint a personal runner for the hour. The runner goes to a licensed store for you and fetches the bottles, mixers and snacks. You pay the shop directly, the bill is in your name, and the runner brings it to you. The service covers Golf Course Road up to Sun City, DLF Phase 1 to 5, Sushant Lok and Galleria. It is 21+ only, ID checked at handover.
A party in Delhi needs more thought. At a private home, you do not need a licence as long as the stock stays inside the 9 litre personal limit. Most parties go past that. A banquet hall or a farmhouse never counts as a private home.
For a function like that, Delhi's excise department issues a P-10 licence. The person applying must be 25 or older. The liquor must be bought from Delhi licensed shops, and the original shop bills must be kept at the venue with the licence. Excise teams ask for both during checks. Guests must be 25 or older, and the bar should not be visible from the street. Apply well ahead of the date. Ten days gives you room if anything comes back.

No. There is no home delivery. You book and pay online, get a QR code, and collect the bottles yourself from the DSIIDC shop you selected. The shop operator scans your QR code and hands over the order. You must collect within 48 hours of paying.
You have 48 hours from the time you pay. Go to the shop you chose during booking and show your QR code at the counter. What happens to your money if you miss the window has not been announced yet, so cancel before pickup if your plans change.
Yes. You can cancel at any time before you collect the bottles. Once the shop has scanned your QR code and you have taken the bottles, there is no return. How quickly a cancelled payment comes back to you has not been announced yet, so keep your payment receipt.
You must be 25 or older, which is Delhi's legal drinking age. News reports say each person can book up to 9 litres of whisky and 18 litres of beer. Remember that Delhi's limit for keeping liquor at home without a licence is 9 litres, so plan larger orders with care.
Only shops run by DSIIDC, which is about 208 shops across Delhi. Delhi has four government corporations selling liquor through more than 700 shops. The other three corporations are not on the system yet, and a date for them to join has not been announced yet.
No. The app only covers DSIIDC shops in Delhi, and Gurugram is in Haryana with its own rules. In Gurugram, Barmen is one option on WhatsApp. You appoint a runner, pay the licensed shop directly with the bill in your name, and the runner fetches the bottles, mixers and snacks for you. It works in Golf Course Road up to Sun City, DLF Phase 1 to 5, Sushant Lok and Galleria, and it is 21+ only, ID checked at handover.
