Planning a weekend house party in Gurugram comes down to four decisions: how much stock you need, whether that stock crosses Haryana's home limit, who fetches it, and who pours it. Most people search for house party Gurgaon liquor rules on the day of the party, and by then one of those answers can no longer change.
The licence is the clearest example, because it needs at least three working days. This checklist runs from the start of the week to the end of the night, so each decision lands while you can still act on it.
In Gurugram? A Barmen runner goes to a licensed store for you and brings your bottles, mixers and snacks home. You pay the shop directly. 21+ only, ID checked at handover. Say Hi to Barmen on WhatsApp
Start with two numbers: how many guests are coming, and how many of them drink. For 20 guests over six hours, a fair estimate is five or six bottles of spirits and one case of 12 beers. The full sum is in our guide on how much liquor for a party of 20, so we will not repeat it here.
Now hold your list against the limit. Clause 12.14 of Haryana's Excise Policy 2025-27, which runs to 31 March 2027, sets the possession limit for one person:
IMFL: 12 bottles of 750 ml.
Imported, bottled in origin: 12 bottles of 750 ml.
Beer: 12 bottles of 650 ml.
Rum, wine, vodka, gin and cider: 12 bottles of 750 ml in total.
Other bottle sizes: count the total volume, so 12 bottles of 750 ml means 9 litres.
Beer usually crosses the line first. A second case means 24 bottles, which is double the limit. This is our plain reading of the policy and not legal advice, so ask the district excise office if your list sits close to a number.
One question the policy does not answer directly is what happens when guests bring their own bottles. The limit is written per individual, and it does not explain how a shared party is counted. Do not build your plan on that gap. If the pile on your table looks far above the limit, treat it as above the limit.
If your stock stays inside the limit and the party is at your own home, you do not need a licence on our reading. Above the limit, the policy asks for a temporary licence called an L-12A. You apply online and the licence is issued online.
The deadline is the part people miss. You must apply at least three working days before the event. For a Saturday party, Tuesday is the safe day to apply. Wednesday is the latest as we count it, and a public holiday in the week pushes that earlier.
What it costs depends on where the party is:
Your own home, above the limit: Rs. 5,000 per day per function, anywhere in Haryana.
A registered venue inside Gurugram or Manesar municipal limits: Rs. 15,000 per day per function.
An unregistered commercial venue in those limits: Rs. 20,000 per day per function.
Three more conditions matter once you have one:
It ends at 2 am. The licence lasts 24 hours or until 2 am the next day, whichever comes first.
It decides where you buy. Stock comes from the nearest shops of three different retail licensees.
Commercial venues need more details. The application asks for the caterer's name and GSTIN, the number of guests and the quantity of liquor.
If you host often, you may also hear of the L-50 permit. It costs Rs. 2,500 a year or Rs. 20,000 for life, and it lets one person keep up to 24 bottles of most types at home. It does not change the trip rule: one trip is still capped at the limit above.
Your party date can collide with the shop calendar, and it takes two minutes to check.
Haryana's policy names three dry days: 26 January and 15 August until 5 pm, and 2 October for the full day. Shops also close for elections, as directed. Diwali is not on that list. Delhi is different, because its excise order makes 8 November 2026 a dry day for retail shops. So a Diwali weekend in Gurugram and one in Delhi will not run the same way, and stock should not cross that border for your party.
Urban shops in Gurugram can sell from 8 am to midnight under the policy. Evening rush is the slow part, so a morning or early afternoon purchase saves you the worst of the wait.
Most hosts plan the bottles and forget the people. Settle these two jobs before the weekend.
Who pours. One bartender is plenty for 20 guests. A trained bartender measures each pour, which protects your stock, and notices when a guest has had enough. When you speak to one, ask four things: who brings the tools and glasses, how many hours the price covers, what happens to unopened bottles (they stay with you), and whether they will refuse anyone under age.
Who does the run. You can go yourself, send a family member, or appoint someone else. If you are in Golf Course Road up to Sun City, DLF Phase 1 to 5, Sushant Lok or Galleria, a Barmen runner is one way to do it. The runner never buys for you. You pay the licensed shop directly and the bill is in your name.
Picture Aman in a flat in DLF Phase 3, with 20 people coming at 8 pm. He did the sum. He has the list. It is 6:30 pm and he is parked two lanes from the shop, waiting behind the evening crowd, with a case of beer still to carry up. Then he remembers the ice. That means a second stop, and the first guest has already sent a message from the gate.
Nothing on his list was wrong. He only left the last mile for the last hour. The fix is to give that hour to someone else, or to do it in the morning.
Gurugram mein ho? Barmen ka runner aapki taraf se licensed store se bottle, mixers aur chakna le aata hai. Aap dukaan ko seedha pay karte ho. Sirf 21+, handover pe ID check. WhatsApp pe Hi bolo
Buy or set out these before guests arrive. The numbers are rough planning figures for 16 people drinking.
Ice: about 16 kg, in an insulated box. Buy it last.
Soda, cola and tonic: 9 to 10 litres.
Water: at least 6 litres, kept where guests can see it.
Food: something filling on the table from the start, not only at the end.
Glasses: two per guest.
A steel peg measure: one, kept on the bar. Pouring by eye can cost you a third of your stock.
Bill and licence: keep the shop bills together, and your L-12A too if you took one.
Age comes first. The legal drinking age in Haryana is 21. Nobody under 21 should be served at your party, whoever they are related to. Tell your bartender this before the first guest arrives.
Plan the ride home before the first drink. Ask who is driving when people arrive. Keep cab numbers ready, and offer a sofa to anyone who should not go home yet.
Watch the clock. India's noise rules treat 10 pm to 6 am as night, with a lower limit for residential areas. Your society may have its own rules too, so ask the RWA or the facility office. A short message to the neighbours in the same week also helps a lot.
The Delhi rules differ: the drinking age is 25, and a P-10 applies above the home limit or at a banquet hall or farmhouse. You may also have seen news of DSIIDC's online booking, reported on 27 October. It lets you pay in advance, but you collect the bottles yourself within 48 hours and it covers only DSIIDC shops in Delhi. The steps are in our Delhi Liquor Booking app guide. It does not apply to a Gurugram party.

Under clause 12.14 of Haryana's Excise Policy 2025-27, one person may hold 12 bottles of 750 ml of IMFL, 12 of imported liquor, 12 bottles of 650 ml of beer, and 12 bottles of 750 ml in total of rum, wine, vodka, gin and cider. This is our reading, so confirm anything close to the line.
The policy says at least three working days before the event, and you apply online. For a Saturday party, Tuesday is the safe day and Wednesday is the latest as we count it. A public holiday in that week pushes the date earlier. The licence itself runs until 2 am the next day.
For a self-occupied private place above the possession limit, the fee is Rs. 5,000 per day per function across Haryana. Commercial venues inside Gurugram or Manesar municipal limits cost more: Rs. 15,000 if the venue is registered with the excise department and Rs. 20,000 if it is not.
The policy sets urban shop hours at 8 am to midnight throughout the year, and a shop can pay an extra fee to stay open longer. Individual shops may keep shorter hours, so check yours before you plan around it. Dry days are 26 January and 15 August until 5 pm, and 2 October all day.
You can appoint a Barmen runner on WhatsApp, in the Golf Course Road up to Sun City, DLF Phase 1 to 5, Sushant Lok and Galleria areas. The runner never buys for you. You pay the licensed shop directly and the bill is in your name. It is 21+ only, with ID checked at handover.
Say no. The legal drinking age in Haryana is 21, so do not serve them, at home or anywhere else. Tell any bartender you hire the same thing before the party starts. Keep soft drinks and water easy to reach, so that nobody has to ask twice for something else.
