DSIIDC, one of Delhi's government liquor corporations, started online booking of liquor from its shops on 27 October 2026. You book and pay on the Delhi Liquor Booking app or website, but there is no home delivery: you still collect the bottles at the shop within 48 hours.
The news reports listed the rules in a few short lines. This post puts all the Delhi liquor booking rules in one place, explains what each one means for you, and is clear about the parts that are not announced yet. If you are booking for a party, read the section on the 9-litre home limit before you pay.

News reports name the app Delhi Liquor Booking. Before you pay anything. We could not verify an official link for this app. A Play Store listing and a website using the name Delhi Liquor Booking exist, but the listing gives a Gmail contact, was last updated in December 2025, and carries user complaints that money was taken and no order was given. DSIIDC and the Delhi excise department have not published an official link that we could find. Until they do, do not pay on any app or website that uses this name, and never pay through a link from a WhatsApp forward.
Here is what the officials told reporters on launch day.
Delhi's legal drinking age is 25. The booking follows the same rule. If you are under 25, you cannot book, and the shop will not hand over the bottles.
Reports say one person can book up to 9 litres of whisky and 18 litres of beer, as per excise rules. To picture it, 9 litres is twelve 750 ml bottles. That is a lot for one home, which is why the home limit below matters.
Delhi has four government corporations that sell liquor through more than 700 shops. Only DSIIDC is on the app so far, with about 208 shops. If your nearest shop belongs to one of the other three corporations, you cannot book there yet.
You pick the brand, the shop, the bottle size and the quantity. You pay online and get a QR code. At the shop, the operator scans the QR, the system checks it, and you take your bottles.
You have 48 hours from payment to collect. You must go in person. Nobody brings it to your door.
You can cancel any time before you collect. Once the bottles are in your hands, there is no return.
Here is the rule most people miss. The booking limit and the home limit are two different things.
Delhi's personal possession limit at home is 9 litres. The booking lets one person book up to 9 litres of whisky and also 18 litres of beer. The news reports do not explain how these two limits fit together, for example how beer counts toward what you can keep at home. Until the excise department says more, plan as if 9 litres is the safe line for what sits in your house.
This matters most when you book for a party. Ten friends, a birthday, a small wedding function at home. It is easy to book more than one home is allowed to keep. Once a party needs more than the home limit, or moves to a banquet hall or a farmhouse, it needs a P-10 licence. The Delhi excise department's P-10 page lists Rs. 7,500 for a party at a place that is not licensed, and Rs. 15,000 at a banquet hall, motel or farm that has no licence to serve liquor. P-10 liquor also has to be bought from Delhi licensed shops, and the bills are kept at the venue.
So the order is simple. Count your guests. Work out the quantity. If it crosses the home limit or the party is outside your home, get the P-10 first, then buy.
The step by step flow, from choosing the brand to showing your QR code, is in our Delhi Liquor Booking app guide. This post stays with the rules.
In Gurugram? A Barmen runner fetches your bottles, mixers and snacks from a licensed store. You pay the shop directly. 21+ only, ID checked at handover. Say Hi to Barmen on WhatsApp
The launch was announced through officials speaking to the press, not a full public rulebook. These questions are still open.
Refund after 48 hours. If you pay and do not collect in time, what happens to your money is not announced yet.
ID at pickup. Which ID the shop checks for age is not announced yet. Carry a government photo ID that shows your date of birth to be safe.
Prices. Whether app prices differ from the counter price is not announced yet.
Booking hours and daily caps. Not announced yet.
iPhone app. No official app link has been published yet, for Android or iPhone.
The other corporations. When the other three join is not announced yet. Officials said the response so far has not been very good, and expansion depends on demand.
We will update this post when DSIIDC or the excise department publishes more. Until then, treat anything beyond the rules above as unconfirmed.
The new system suits a person picking up a few bottles for the weekend. A party is a bigger job. You need the right quantity, the licence if the event is outside your home or above the home limit, the bills kept safe at the venue, and someone to run the bar so that only adults over 25 are served.
That is the job Barmen does in Delhi. Barmen arranges the P-10 licence, plans the quantity with you, and sends a bar team with bartenders. The liquor is bought from Delhi licensed shops, and the bills are kept at the venue, as the P-10 requires.
Gurugram is a different state with different rules. Barmen runs a runner service there: you appoint a runner, you pay the licensed shop directly with the bill in your name, and the runner fetches the bottles, mixers and snacks for you. It covers Golf Course Road up to Sun City, DLF Phase 1 to 5, Sushant Lok and Galleria, and it is 21+ only, ID checked at handover. This runner service is for Gurugram only. Barmen does not bring liquor from Haryana into Delhi.

You must be 25 or older. You can book up to 9 litres of whisky and 18 litres of beer per person. You pay online, get a QR code, and collect in person within 48 hours at a DSIIDC shop. You can cancel before pickup. There are no returns after you collect.
No. The app is booking and pickup only. You pay online and collect at the shop within 48 hours. Delhi allowed home delivery on paper in 2021, but it never really started, and that policy was withdrawn in 2022. The 2026 system does not bring it back.
Not yet. Only DSIIDC shops are on the app, about 208 of them. Delhi has more than 700 government liquor shops across four corporations, and the other three are not on the app so far. When they will join is not announced yet.
This is not announced yet. The rules say you must collect within 48 hours of paying, and that you can cancel any time before pickup. If you think you may miss the window, cancelling before it closes is the safer choice until DSIIDC explains what happens to the money.
The app does not change the licence rules. Delhi's home limit is 9 litres. A party above that, or any party at a banquet hall or farmhouse, needs a P-10 licence from the excise department. The licence is applied for before you buy, and the shop bills are kept at the venue.
You can only collect from DSIIDC shops inside Delhi, so the app does not help much in Gurugram.
