Wine Shop Licence Renewal 2026: UP and Haryana Rules and Records

Wine shop licence renewal is the step where an existing licensee keeps the same shop for the next excise year without going back into the lottery or auction. In Uttar Pradesh the 2026-27 policy gave existing shops that option. In Haryana the current licence simply runs until 31 March 2027.

Both states judge you on the same thing at the end: your dues, your security and your records. In UP, a shop with one unpaid month or a cut in its security can lose its renewal. The shop then goes to someone else.

The renewal form itself is short. The trouble is the backlog behind it. The monthly MST stock filing, the quota you lifted, the challans for every fee paid: if these are clean all year, renewal week is a non-event. This guide covers what each state asks for this year and what to keep ready.

Uttar Pradesh: renewal is back for 2026-27

In 2025-26, UP settled almost every retail shop by e-lottery. The 2025-26 policy promised that shops settled that way would get an option to renew for 2026-27, to bring stability to the business and protect the investment owners made.

The UP Excise Policy 2026-27, dated 12 February 2026, kept that promise. It covers composite shops, model shops, premium model shops, country liquor shops and bhang shops. Renewal applications were taken online first. Shops that were not renewed then went to e-lottery for new applicants.

That is the real risk. A shop you do not renew is not paused. It is put up for anyone to win. If you are still deciding how to get a UP shop in the first place, our UP wine shop licence guide covers eligibility and cost.

The three renewal conditions in the 2026-27 policy

Clause 1.10.1 of the policy allowed renewal only when:

  • All dues up to the last completed month were fully paid.

  • The 2025-26 security amount was deposited and intact.

  • The licensee gave a notarised affidavit on a Rs. 10 non-judicial stamp paper, in the format set by the Excise Commissioner.

If your old building is no longer available, the shop can still be renewed on new boundaries, as long as its location does not change. The Collector decides.

What you paid to renew

  • A non-refundable processing fee with the online application. For 2026-27 it was Rs. 55,000 to Rs. 90,000 for a composite shop, Rs. 60,000 to Rs. 1,00,000 for a model shop, and Rs. 40,000 to Rs. 65,000 for a country liquor shop. The amount depends on the shop's area category, with the big city corporations at the top.

  • The renewal fee and 50% of the year's basic licence fee or licence fee, within 3 bank working days of approval. The other 50% was due by a date the Excise Commissioner set.

  • The difference in security for the new year. Late payment attracted a penalty of Rs. 2,000 a day, with only 15 bank working days allowed.

Miss the process or break the affidavit and the renewal is cancelled. The policy then forfeits 15% of your 2025-26 security and the renewal fee.

Your fee rose even if your shop did not change

For a composite shop, the 2026-27 minimum guaranteed revenue for foreign liquor and for beer is last year's figure plus 7.5%, rounded up to the next Rs. 5,000. For a country liquor shop, the annual MGQ rose by 4% to 8% over 2025-26, depending on the area category. The policy also splits the country liquor MGQ month by month. If you do not lift a month's MGQ in full, you still pay the fee on the unlifted quantity.

UP renewal timing: how the 2026-27 window ran

The department published the renewal timetable with the policy. These were the 2026-27 dates:

  • 18 February 2026, noon: online renewal applications opened.

  • 23 February 2026, 5 pm: last date to apply.

  • 26 February 2026: last date for the licensing authority to decide and issue payment directions.

  • 5 March 2026, 5 pm: last date to deposit the renewal money. Renewal closed here.

  • 10 to 17 March 2026: e-lottery applications for unrenewed shops, with the first draw on 20 March.

The whole window lasted about two weeks. The timetable also said the dates would hold even if a public holiday fell on one of them.

Will renewal be allowed again for 2027-28? Only the 2027-28 policy can say. The 2025-26 policy gave a 2027-28 renewal option to premium model shops, with the final call left to the state. Watch the Excise Policies page on the department portal from January. Our UP excise portal guide shows where these notices appear. Confirm every date and fee with your district excise office.

Haryana: no renewal in the middle of 2025-27

Haryana works differently. The Excise Policy 2025-27 allotted L-2 and L-14A zones for one period, from 12 June 2025 to 31 March 2027. There is no separate renewal for 2026-27. If you won a zone in 2025, you keep it until 31 March 2027, provided you keep paying and lifting.

What you must clear in this second financial year:

  • Monthly licence fee instalments, each due by the 20th, until the last one in January 2027. A late instalment carries simple interest of 12% a year if paid within the same month, and 18% a year after that. The DETC can seal the vends and cancel the licence for non-payment.

  • Quarterly basic quota. You must reach 89% by 31 December 2026 and 100% by 31 March 2027. A shortfall costs Rs. 150 per proof litre for country liquor and Rs. 200 for IMFL, and the short quantity carries into the next quarter.

  • Security adjustment. The last 8% of your licence fee is adjusted from your security in the final two months. The balance 7% is refunded after any dues are adjusted, by the end of April 2027.

After 31 March 2027, Haryana's excise years follow the financial year. Whether existing zones get any renewal option for 2027-28 will be decided by the next policy. Nothing on that was public when we wrote this. If you plan to bid again, our Haryana wine shop licence guide covers the auction side.

One rule matters at expiry. The Haryana Liquor Licence Rules ask every licensee to keep the prescribed registers day by day and hand them to the DETC office against a receipt when the licence expires. Plan that handover before March.

The records renewal leans on

Renewal does not need a special file. It rests on records you should already have. Keep these ready:

  • Daily category-wise registers. In UP, the IMFL, wine, beer 5% and beer 8% registers, written from each day's parcha or bills.

  • The parcha. Each day's sale record, kept in order, so any register line can be traced back.

  • The monthly MST stock report in UP. Its closing stock must agree with your registers and with what the excise system shows.

  • Quota lifted against MGQ or basic quota. A month by month record of what you bought, so a shortfall shows up in month two, not month twelve.

  • The stock register. Opening stock, every receipt with its pass or invoice, sales and closing stock.

  • Dues and challans. One file with every licence fee, instalment, security and penalty challan for the year, matched to the month it paid.

If you hold more than one licence, keep each one's stock and papers separate.

Why clean records make renewal a non-event

Renewal day is the last day of a year of paperwork. Every condition looks backward.

"All dues paid up to the last month" is a challan file question. "Security intact" depends on no penalty being taken from it. A quota shortfall is a number your stock records should have shown you months earlier. An affidavit is only easy to sign when nothing is pending against the shop.

Three habits keep the year clean:

  • Close the day's register the same night. A register written up at month end is where mismatches start.

  • Check purchases against your MGQ or quota once a month, not once a year.

  • Hand your accountant the challans as they are paid, and reconcile them with the bank each month.

Do these and the February window is a form and a payment. Skip them and it becomes a week of rebuilding registers while the deadline runs.

How BottleShop keeps your records renewal-ready

BottleShop is India's first liquor-only POS. It is built so that the records your renewal depends on come straight out of normal billing.

  • Registers from billing. Every bill at the counter feeds the daily category-wise registers. In UP, the monthly MST report is built from the same data, so the two agree.

  • Stock you can trust. Purchases, sales and stock transfers sit in one place. You can see what you bought each month, so you can check it against your quota before a shortfall builds.

  • Reports for the accountant. Daily, business and compliance reports come in the Essential plan. The Business plan adds Tally export, so your accountant gets the year's figures without retyping them.

  • Billing that does not stop. Sub-1-second billing at the counter, and full offline mode with auto-sync when the internet drops.

For Haryana, BottleShop keeps your stock, purchase and sales figures in one place. Your excise returns are still filed the way your DETC office asks. See the full list on our features page. We are live in 10 states with zero churn.

Frequently Asked Questions

Can a UP wine shop licence be renewed for 2026-27?

Yes. The UP Excise Policy 2026-27 let composite shops, model shops, premium model shops, country liquor shops and bhang shops settled in 2025-26 apply for renewal. Renewal ran first, online, in February and March 2026. Shops that were not renewed went to e-lottery. Confirm your own shop's status with your district excise office.

What conditions must a UP licensee meet to renew?

The 2026-27 policy set three conditions. All dues up to the last completed month must be paid. The 2025-26 security must be deposited and intact. The licensee must give a notarised affidavit on a Rs. 10 non-judicial stamp paper. Breaking the process or the affidavit cancels the renewal and forfeits part of the security.

What are the wine shop licence renewal fees in UP?

For 2026-27, the non-refundable processing fee was Rs. 55,000 to Rs. 90,000 for a composite shop and Rs. 60,000 to Rs. 1,00,000 for a model shop, by area category. On approval, the licensee paid the renewal fee and 50% of the year's licence fee within 3 bank working days. Check 2027-28 amounts with your district excise office.

When is the wine shop licence renewal time in UP?

For 2026-27, applications ran from 18 to 23 February 2026, and renewal money was due by 5 March 2026. Unrenewed shops went to e-lottery from 10 March. The 2027-28 dates will come with the next excise policy. Watch the department portal from January and ask your district excise office.

Do Haryana L-2 and L-14A vends need renewal for 2026-27?

No. The Haryana Excise Policy 2025-27 allotted zones from 12 June 2025 to 31 March 2027. You keep the zone for that whole period if you pay every monthly instalment and lift your quarterly quota. What happens from 1 April 2027 depends on the next policy, which was not public when this was written.

Which records should I keep ready before renewal?

Keep your daily category-wise registers, the parcha, the monthly MST report in UP, your stock register, a monthly record of quota lifted against MGQ, and every challan for fees, instalments and security. Your dues, security and quota are all proved from these. If they are updated daily, renewal needs no extra preparation.
